Section Leadership Virtual Guidebook

The Section Leadership Virtual Guidebook was compiled to help incoming section and lodge leaders understand the intricacies of how the section works. This includes key information on leadership roles, events, resources, and procedures. Additionally, it serves as a resource to help any Arrowman understand how the section operates.

Table of Contents

Key Section Information

Section G3 exists as a subdivision of the Gateway Region, as do all Gateway Region sections. All sections are required to run their conclaves, training conferences, budgets, and general operations in accordance to the Field Operations Handbook. This handbook details how the section should operate. It also outlines how section elections should be conducted. Officers need to understand and utilize this handbook throughout their terms.

Purpose of the Section

The section exists with these two key purposes as outlined by the national Order of the Arrow committee:
  1. To hold an annual conclave to:
    1. Train arrowmen from across the section.
    2. Provide further leadership opportunities to arrowmen.
    3. Give lodges a chance to learn best practices from each other.
    4. Recognize and activate new arrowmen within the section.
    5. Provide a fun experience for arrowmen from all across the section.
  2. To give support to all lodges in the section by:
    1. Providing key PMP information and support through our PMP coordinator.
    2. Holding an annual training conference (based upon the ACT conference) to train lodge leaders across the section in leadership skills designed to support lodges. This is held annually at section Triad.
    3. Supporting lodges through training provided at fall COC.
    4. Having officers attend lodge events (as invited) to learn best practices, share best practices, and provide training.
    5. Conducting monthly check-ins with each lodge chief by the section chief.
    6. Implementing any other programs as implemented by the section officers.
In addition to the list of our key purposes, the section also the following secondary purposes:
  1. Support the national structure of the Order of the Arrow.
    1. Section officers attend the Section Officer Seminar (hosted by the Gateway Region) to represent Section G3 on a regional scale.
    2. The section chief works directly with the national officers to support the section.
    3. Section officers visit other conclaves and training conferences to learn how to best support our section and to help neighboring sections.
    4. The section chief attends the National Planning Meeting and plans the upcoming national program of emphasis, elects event vice chiefs, and elects the coming year’s national officers.
  2. Build section resources.
    1. Create an annual budget.
    2. Build and expand the section brand via the section website and social medias.
    3. Create a section leadership roster.
    4. Promote section leadership interest forms and conclave surveys.

Section Leadership Structure

Section G3 works to enable the youth members of our nine lodges. Consequently, we have a large leadership structure. This is broken into annual operations and conclave operations.

Annual operation aligns with our second primary purpose and our second secondary purpose. The annual operations chart can be seen below.

Conclave operations align with our first primary purpose. The conclave operations chart can be seen below.

Section Events and Terms

The section is a part of all kinds of events & has all kinds of terms to describe its structure. This should give you a easy understanding of each of these.

Conclave is the primary annual event for the section. This event is planned by Arrowmen from across the section beginning at the fall Council of Chiefs in October, and is hosted by one of the lodges (typically at one of their camps). At conclave, we put on lodge competitions, shows, special events, activities, ceremony competitions, trainings, roundtables, and much more. This event is also where we elect our three section officers. Learn more about our next conclave here or about previous conclaves here.

Triad is held each January at the camp that will be host conclave later that year. Triad will see the section officers lead a training conference to train lodge and section leaders. This weekend also serves as a time for essential conclave planning, especially considering that it is held at the same site as conclave. This includes doing a camp tour, breakout planning, CVC reports, and budget proposals. Read more about Triad here.

The fall Council of Chiefs (COC) meeting is an annual event hosted by the section in mid to late October at a centrally located site (typically a camp or council office in the DFW area). This event serves as a chance for lodge chiefs and other section leaders to get together and begin conclave planning. The COC voting members will vote on the conclave theme, patch set, and section budget. Anyone can submit proposals for these items before fall COC by emailing the section officers. Fall COC also serves as an opportunity to train lodge chiefs on how to evaluate PMP scores and as a time for section leaders to get to know each other. Learn more about fall COC here.

The Council of Chiefs serves as the voting body of the section, similar to an LEC (Lodge Executive Committee) for a lodge. The COC oversees the officers and votes of important section matters. These matters include conclave themes, conclave patches, section budgets, and conclave host lodge bids. At fall COC, the COC votes on the preliminary section budget and votes on the final budget at Triad. At conclave in April, the COC votes on the location of the next year’s conclave. In the case of a special election being triggered, the COC will elect a new Officer.

The COC voting members consist of the following:

  • 1 youth representative from each lodge
    • This is preferably the lodge chief themselves, but can be an appointee.
  • Section chief
  • Section secretary
  • Section vice chief
  • Immediate Past Section Chief
    • If they are still under the age of 21.

The ex officio (non voting, but speaking) members of the COC consist of the following:

  • Lodge advisers
  • Section adviser
  • Section associate adviser(s)
  • Conclave vice chiefs
  • Section coordinators

Section G3 utilizes a variety of resources to support our section staff in planning conclave, supporting year long section operations, and providing lodge support. The main resources are our Google Drive, Slack, MailChimp, and website

Our shared Google Drive is for all section staff and COC members. We have the following resources within the google drive:

  • Section roster
    • Used to keep names and contact information of current lodge leadership, section officers, conclave vice chiefs (CVCs), leads, CVC team members, coordinators, coordinator committee members, former CVCs, former coordinators, and former section officers in one place.
  • Conclave feedback forms
    • Forms filled out by conclave participants evaluating their experience.
  • Archive of previous year’s drives
    • All drive documents the section has used since 2008.
  • Section budget
  • PMP data
  • Section communications resources
  • Section photos
  • Meeting agendas and minutes
  • Conclave schedule
  • Other documents pertinent to the section and its operations

The section Slack is used to allow section leaders to communicate with their teams about section operations. It is also used for the COC to communicate.

The section MailChimp allows us to contact all past conclave participants.

NLS is a national level OA leadership training hosted by the regions. Often, current and past section officers serve on staff. All section officers are required to attend NLS during their term if they have not already. NLS builds the skills of lodge leaders and helps them to navigate towards the future of our organization. You can learn more about NLS at the section NLS webpage.

SLS is an annual event in August where the section officers and advisers gather to plan the year. This includes planning fall COC, beginning to select people for section leadership positions, and discussing other plans for coming year. This event has also been known as the Section Officer Retreat and is uusually is held at Stephen F. Austin University and hosts guest speakers to train the officers.

SOS is the annual gathering of all elected section officers in the Gateway Region to receive training from former section chiefs and national officers and to get to meet with leaders from all across the United States. The Gateway Region chief utilizes this event to work with his or her section chiefs to prepare for the National Planning Meeting (NPM). This also serves as a chance to expose section leaders to national OA subcommittees and resources.

NPM is an annual gathering of section chiefs held in December or January. Here, all section chiefs meet to elect the 4 national officers, plan the program of emphasis, elect event vice vhiefs, and pave the way for the future of the Order of the Arrow. Learn more about NPM here!

In the event that a section officer resigns due to election to a higher office or for personal reasons, a special election will be triggered. From the day of resignation, the COC has 30 days to meet and elect a new officer. In this election, the resigning officer, section officers, and current candidates lose their voting rights on the COC. In the case that an election is tied, the one conducting the election (likely the current section chief, past section chief, or national officer) will deliver the tie breaking vote. If the special election results in a current section officer elevating in office, they must immediately resign from their previous office and a new special election must be held to fill the vacancy (ex. the current section vice chief runs for section chief in a special election and wins; they must then resign as vice chief & a new election must be held to elect a new vice chief). Any special election is done with close guidance to the Field Operations Handbook.

The program of emphasis refers to one of the two programs that national runs annually. One is a project task force and the other is a national event. This national event could be the National Order of the Arrow Conference, Operation Arrow (for Jamborees), NCOC, or any other event selected by the national committee. The task force is a committee supporting the OA’s national ambitions. These task forces have created programs such as polestar, the region restructure, LLD, and ACT. The program of emphasis begins planning at NPM where all section chiefs are split into committees and elect an event vice chief/conference vice chief/jamboree vice chief.

Lodge’s Role in the Section

Our nine lodges vote in the Council of Chiefs to approve our budget, annual conclave location, conclave theme and patch, and vote in special elections. The section exists to serve our nine lodges and assist them by providing national resources. The lodges work with us to, in turn, promote national and section events.

As stated above, the section exists to serve the lodges. This is accomplished through the following:

  • Section officers visiting lodge events to provide training, keynote speeches, and support.
  • Section officers building programs to support our lodges.
  • Section officers visit other sections and learn best practices for our lodges.
  • Section chief provides national resources to support the lodges.
  • Section chief holds monthly check-in calls with individual lodge chiefs.
  • PMP coordinator works with lodges to support them in understanding and improving their PMP.
  • Ignite coordinator provides training for lodge leaders.
  • Conclave staff provide an amazing weekend for all lodge members full of chances to learn about other lodges ceremonies, practices, etc.
